Chief Program Oversight Officer

This position serves as a Chief Program Oversight Officer within the Approvals Management and Liaison team within the Program Oversight & Accountability Division and serves in an assigned jurisdiction across the United States and is responsible for providing first or second-level supervision and leadership of teams comprised of grades ranging from GS-09 to GS-12 within an assigned portfolio in support of Education Service's mission. This position reports directly to the Chief of Approvals Management and Oversight team. Other duties include:

  • Responsible for the day-to-day leadership of the program approval, and liaison activities in a multi-state geographical area for educational and training institutions.
  • Serves as a consultant within Education Service on complex issues associated with the effectiveness of the compliance survey program activities for VA educational assistance programs (i.e., the GI Bill). Provides recommendations for strengthening programs and increasing efficiency and quality in both written and verbal formats.
  • Apply leadership, operational and tactical best practices to ensure effective oversight of institutions offering approved educational and training programs. The incumbent resolves sensitive and or complex situations independently as appropriate.
  • Develop appropriate responses to complex and sensitive questions to various forms of stakeholder inquiries pertaining to the assigned portfolio while observing deadlines and keeping supervisors informed of progress until the matters are resolved
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. The incumbent plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees
  • Prepares performance appraisals and evaluations, interviews prospective employees and selects candidates for positions, prepares recommendations for awards, initiates disciplinary actions when warranted, approves leave and prepares positions descriptions.
  • Administers program oversight and accountability programs that support safeguarding the integrity of the GI Bill to include but not limited to ensuring that educational and training institutions maintain compliance with applicable statute, regulations, policies, and procedures.
  • Coordinates with other Federal agencies that support the delivery of benefits and perform similar oversight or investigative functions. The incumbent serves as a lead Point-of-Contact (POC) for Education Service at School Certifying Official conferences and training events.
  • Partners with key stakeholders to develop policies, procedures and understanding of the effective use of Education benefits. Supports liaison activities with schools and State Approving Agencies, Federal Agencies, and foreign institutions when issues cannot be resolved at a lower level.

Work Schedule: 8 a.m. to 4:30 p.m. Monday through Friday

Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Frequent requirement to carry laptop and documents, weighing up to 20 pounds, within office space or to a separate geographical location. There may be some walking, bending, and/or operation of an automobile. Work is performed primarily in adequately lit and climate-controlled office areas, conference rooms, and similar environments.
